The Department of Health and Human Services paid $3 billion to Obamacare insurers as part of a program to limit their losses in covering reduced out of pocket consumer expenses like lower deductibles and smaller total health care costs per year.
The only problem is, that Congress never authorized the spending.

For the American system of government to work, the people charged with making it go - both elected and unelected - must have a fundamental respect for the law and the self restraint necessary not to go beyond the bounds set by the Constitution. We don't see it from this administration or the departments they're in charge of running.
A second grader knows that only Congress can appropriate funds. And even though CMS apparently agrees with that, the managers at HHS don't. Unfortunately, unless both the House and Senate order the insurance companies to return the funds - and President Obama signs the bill - HHS is going to get away with this.

WHERE are the Republicans in Congress and what the h are they doing?? Lois Lerner gets tens of thousands in bonuses from taxpayer money. The FCC tries to steal the internet and stifle any opposing voices. The Administration spends billions not authorized by Congress. Is the problem a bunch of scared old men with no energy like McConnell running things? WHERE is the Republican National Committee? Too much of this crap is unanswered.
I think as if I am living in a foreign country now. What the hell is happening? Why isn’t anyone speaking out?
Congress is being pushed out of the government loop and is becoming a waste of money. I Congress no longer makes the laws what are they paid for? Maintaining figureheads requires a lot of money.
The only person between this scenario and stopping the total collapse of any checks at all on Obama is....John Boehner!
That's how I see it anyway. Except for a small handful of the DC crowd, they've never had to stand up for a belief and actually take a risk for anything. Heck, if the Keystone veto wouldn't have them saying "enough", nothing will.
