I was told by someone who has spent a lot of time in the Mideast that an Arab saying “inshallah” means the same thing as a Mexican saying “mañana”, but without the Mexican sense of urgency.

I don’t think it’s anything more than him trying to show off by using an everyday expression “Insh’allah” is down out without thinking by most of the Arab/Muslim world, it’s the linguistic equivalent of “Hope so”.
