Why is a Pakistani court handling something that took place in India?

I am guessing he is charged with an unrelated crime in Pock-ee-stahn.

I am also guessing that Pock-ee-stahn and India have no extradition agreement, since they pretty much hate each others' guts.

Why is a Pakistani court handling something that took place in India?

That's was my first thought. Maybe since he was a planner he was never present in India and Pakistan handled his prosecution within Pakistan. No extradition, I guess.
