I would like to think this headline from Newsweek is simply being sarcastic, but I doubt this is the case:

This headline was written by people who have no conception of what is and isn't historical.

I wonder if part of the problem is simply ignorance. Maybe they are using “historic” to mean “important.” (Not that it was important, either.) It sounds like the way some people use “literally” as an intensifier without understanding the actual meaning of the word.
