Let's apply your 'logic' to other areas...homicide, for example. Since hundreds of years of criminalizing homicide has not eliminated it...in fact, recidivism is common...should we not decriminalize homicide, and help murderers 'connect?'

We had the opportunity to shoot down just two drug-runner aircraft in the 1970s, and the War on Drugs would be over.
Kind of puts a damper on the whole “on the spot” thingy, doesnt it. You want to knock on doors and dragoon them into service? How would you make sure they aren’t associates of the person you want to “exterminate on the spot”? How would you deal with that pesky guarantee of an impartial jury?
