Of course it is, and this “Time” article is simply a Muslim propaganda anti-free-speech hit piece.
The originalist meaning was to set apart as having pre-eminence of authority. There was to be no American equivalent to the Church Of England. The NASA thing is an unfathomably silly PR move (maybe to show that oh, an 8th century society can do rocket science after all?) and isn’t the same.
