Obama will ban police use of equipment such as explosive-resistant vehicles with tracked wheels like those seen on army tanks, the White House said in a fact sheet. For other types of equipment, such as MRAP (mine-resistant ambush protected) vehicles and riot shields, departments will have to provide added justification for their use.

Just as an aside, the cities where these things might come in handy don't seem to have requested them probably because they can't afford the maintenance.
Uhh. Is it reasonable to point out that not one of the deaths that has people up in arms was related in any way to this type of equipment?
Trayvon was shot by a citizen he attacked. The Ferguson guy was shot with a police handgun. The Baltimore guy died either as the result of an accident or a beating (probably). The SC guy, who appears to have fallen out of the narrative, was shot with a police handgun.
While this may be appealing to many initially who believe that the local LEOs have become militarized, it is a set-up for the next stage:increased violence (subsidized by the thug-in-chief)which will require the creation of a federal police force that will be better equipped and trained than the local LEOs. This will give Obama his private army and the ability to sidestep posse comitatus.
There are some excellent observations on this thread, but the meat is this: the Fed says they're dialing back the amount of military-grade equipment they're providing to local LEO's.
Odds are, the equipment already fielded will stay where it is...

This may be a silly question, but why was the Federal government funding these purchases in the first place?

I am not a big fan of militarized police forces. However, the pResident has no place telling local police forces what to do.
He created the problem in the first place by gifting this crap to them.
He needs to demilitarize the federal alphabet agencies. That is his purview. But he won’t do that.
All the equipment, however, is “pre-positioned” to be used by the federalized law enforcement,
when the “zombie apocalypse” is triggered
and they need to protect the zombies from the property owners.
Military equipment use is out of control, but this is not the solution. Those tools need to be available, but not used as toys. The problem is local departments get them and then over use them in raids. The practice of raiding houses for minor offenses is a horrible use of firepower. That said, those tools need to be available when the need truly arises. It’s a tough balance, but it’s up to good leadership to find it. Not a one size fits all DC ban.
