Presidents cannot just go in and fire everyone. They cannot enact legislation the cannot make treaties without consent. How is Trump going to clean house?
All Presidents delegate duty and Reagan was known especially for doing that. I'm sure there are capable persons who could be hired to do such if Trump's momentum keeps up and he found himself in the White House.
