If a crime happens on Indian land, several federal agencies can get involved including the Indian Reservation Police, the FBI, and the Bureau of Indian Affairs who might also have their own police/liaison officers with the tribal police.

Remember, two FBI agents were killed by AIM radicals including Leonard Pelletier back in the 70’s about the time of the Wounded Knee occupation by Marxist Indians and other radicals (Banks brothers, Means, etc).

If it happened on tribal lands and he's turned over to the tribe for justice, there's a chance—slim, but a better than the one he'd get at the hands of the Feds—that he will get exactly what he deserves.
