I have had people I know flat-out deny that this happens. Some defriended me because of it.

I don’t think that is the standard under sharia.
The “Dominant” participant was also sentenced - to be sent to front lines in Iraq, in lieu of being thrown off the roof.
The big exception to homosexuality in Sharia, is that a boy does not count as male, if he has not yet grown pubic hair. Boys for sex has been a significant part of the islamic sex trade, ever since muhammad granted that exception for his raiders who were so inclined.
