Up to 200 people a year who are at risk either of committing crimes or of being victims of crimes? With only 200, they'll probably give it all to potential perpetrators of crimes.
That reminds me of something in Art Linkletter's Kids Say the Darndest Things. He asked a kid what he did to earn money. The boy said his mother gave him five cents every morning he woke up with a dry bed. He had earned ten cents in the past week.
