Ted Cruz, the presidential candidate who wants to increase the H-1B cap by 500%

It's going to be hard for the Republicans to field a presidential candidate as enthusiastic about the H-1B visa as U.S. Sen. Ted Cruz (R-Texas).

Cruz, who announced his presidential bid this morning, once proposed an immediate increase in the base H-1B cap from 65,000 to 325,000. Cruz offered the H-1B increase as an amendment in 2013 to the Senate's comprehensive immigration bill.

Cruz's amendment was defeated by the Senate's Judiciary Committee, which approved an 180,000 H-1B cap increase in the comprehensive immigration bill. The House never acted on this legislation.

Cruz's H-1B amendment, however, proposed increasing H-1B fees from $1,500 to $2,500 for those with 25 employees or more. The money would be used to create block grants to promote STEM (science, technology, engineering, math) education.

During the Senate committee debate, Cruz said imposing restrictions on the visa was unnecessary, but said he would support restrictions if the Judiciary Committee – then debating the bill – would agree to his cap recommendation. Among the restrictions in the Senate bill was a provision aimed at large offshore outsourcing providers that limited their use of H-1B or L-1 visa workers to 50% of their workforce.

Cruz is part of large group of politicians who will not acknowledge the H-1B's visas use in offshore outsourcing or the reality of U.S. workers who are forced to train their visa-holding replacements. In defending this H-1B increase, Cruz cited a study by the American Enterprise Institute, which argued that visa workers create jobs. This organization primarily represents the views of large companies and asset management firms.

When Cruz wanted a 500% increase in H1b visas I thought this guy doesn’t know millions of people with experience and qualifications, degrees, certifications with major certification programs run by all the big companies, Microsoft, Cisco, SAP, Oracle, etc.

If Cruz put that huge increase out there was he being paid off? was he just ignorant? I never understood it.

Just like I never understood the hollowing out of our lead in semiconductors, programming, etc. How we are buying Apple products designed here and made in China at huge mark ups. Apple pays a few dollars a day for a day of labor yet Ipads cost over $500. We are not getting a more affordable product, we are not getting to jobs, we are just getting hosed by Apple so they can have 150 billion dollars in cash. Apple and many others don’t have any American patriotism, Loyalty to America people and her workers, and its sickening

This is not an issue where you get to say I changed my mind.

Cruz was looking at it from a Milton Friedman Free Market perspective originally. That's his economic philosophy start point. This policy of course, has implications well beyond macro-economics.

If we let people change their mind on abortion (inthe right direction), we can let them change their mind on this.

The 180 days is the time limit for the audit. The suspension is indefinite until it is determined to not impact employment for US citizens.

There is no free marketplace with China who devalues their currency to win at trade.

China has tariffs on US goods

China insisted Cisco invest 10 billion dollars over 5 years to do business in China.

China insisted Boeing build planes in China. Next I expect layoffs in America will be announced once these plants are operational

We are being ripped off by our own stupidity and Cheap labor express. We need some nationalism or America becomes a third world country. Buy American save jobs for your kids.

Yep, H1-B visas have driven wages down in the relevant categories. I’m not a fan, to put it mildly.

That said, Cruz’ current proposal is a minimum $110,000 wage for H1-B visa workers. That would be fine with me, and by the way would greatly reduce the program by ensuring Americans get first shot at most jobs.

I may be naïve, but I think initially Cruz may have thought there were a lack of high tech job candidates in the past.
Probably hearing that from High Tech firms themselves.

Seems that now, we all know this is not the case, and H1B is being abused.

I do think that in some of the Engineering fields (mechanical, for example) we may have a need to import some people, but not thousands, and not at the expense of our own workforce.

Electronic and Computer type engineering have more than enough US candidates to fill the jobs available.

Most kids go for that type of engineering degree. They all want to be video game creators, LOL.

Seriously, though, there will be a case by case basis where we may need to import high tech or highly skilled labor like engineers and doctors, etc.

I think the employers, whoever they may be, should have to prove that they could not find any US citizen candidates, that they have exhausted all efforts, before being allowed to look outside the USA for them.

No, this is an economic issue. Abortion is a moral constitution issue. Only one of these two candidates has changed positions on that one.

I am a STEM worker who strongly disagreed with Cruz’s old stance, and let him know. Cruz gets the error in his old policy and has responded in his policy today.

A Trump supporter should tread lightly on critizisms of policy and political stance change. Building comparative lists between the two from 2013 to today will not bode well for your guy...

Needs clarification, I agree. I would expect more details on policy to show up on both Cruz’s and Trump’s websites as the campaign goes on. We should all press them for it.

After his campaign BEGAN Cruz issued this statement: “There is no stronger advocate of legal immigration than I am.

At 46 minutes in an interview he makes that statement and at 49 he starts bragging about increasing H1B visas.

This is at the end of April and MONTH AFTER his campaign began.

When the outroar was taking him down, he flip flopped by having a meeting with Jeff Sessions as a PR moment.

I know what he really believes. I’ll post that interview for you on a separate thread

You “know” what he really believes. Did you discuss it last last time you two were golfing, or maybe by the pool catching some rays?

His policy today does not reflect what you “know”. And he has acknowledged changing that position and why.

We have known that it was a lie by the cheap labor express for a long time.

Having retired from the STEM field, I know many fine workers who couldn’t find jobs. I also know people who’s grown up children still struggle with degrees to get work.

Malkin and Coulter among others wrote chapters in books refuting with cited reference about the big lie of the need for H1b visas are a rule. There is currently over 1 million H1b visa recipients inside the USA. No other country does this to its own citizens.

My Father, Uncles, myself and others didn’t put on a uniform for this country that our kids and grandkids would be left with a country full of debts the H1b visa people don’t pay, and these kids and grandkids are the ones who can no longer get jobs

That is why the electorate is so angry.

He has merely suggested putting a hold on H1B visas. He has not walked it back.

The hold means “until after I am elected”.

Besides he advised Bush to increase these visas back in 2000. He has not changed his position. He is trying to get elected.

Since he changed ONLY because he was getting pummeled in THIS campaign, I think that calls the legitimacy of the change into question.
