No, you don’t need 30% in to see what is happening. They select key precincts that have proven to be good indicators how the state will vote. It is used all the time, which is why they can call states with only a small percentage of the vote in.

NOVA always reports late and that will be Rubio central. Wouldn’t shock me if Rubio pulled out VA. That’s it’s supposedly close shouldn’t be a surprise after the last couple days of nuclear war on Trump.
