I don’t quite understand how any sovereignty issue prevents the pope from saying yes with respect to people coming into territory the Vatican controls.

The Pope is a ‘Head of State’ as well as a religious leader; and should act accordingly?

Especially considering the pope is a sovereign monarch. Even if there’s some “technicality” all he would have to do is link his arm with the girl, put the brother at his other side, and walk onto the plane with them. Who would dare stop him? And this is the pope who excoriates his subjects worldwide if they do not follow the spirit instead of the letter?
