You’re right. Spain does this every once in a while when they need to, in order to maintain a standing that might (in a hundred or so years) be reason enough to buy back the land from Britain.

I think it was Thatcher that said America was built on philosophy while Europe was built on history. Sometimes it’s hard to give up those comfy three-hundred year grudges. You get so used to them always being around.

Crossing any strait is fraught with navigation regulations and “rules of the road.”

A naval warship, especially a SSN or SSBN, is most at risk while transiting a strait or canal. The Royal Navy has jurisdiction and the responsibility to ensure all parties crossing channels and straits, act responsibly.

As a navigating vessel, and a warship, there will be topsiders on sentry ensuring that no one gets too close — the rules of engagement are pretty clear (and standard practice). The entire crew is prepared from their hours upon hours of drill and practice.

There was no risk. The Royal Navy performed their responsibility. Spain might get their pee pee slapped in an arbitration panel for breaking navigation rules, which is something they’re obviously willing to pay in order to maintain their presence in the strait and retain their precedent.

In this the Spanish are like the moslems. Because it was once Spanish territory it’s supposed to always Spanish. Tough luck. Britain has held Gibraltar longer than Spain held it after taking it from the Moors. The people of Gibraltar do not want Spain. Also, Spain holds Cueta on the Morrocan coast. Are they going to “return it” to Morocco? No? Why not? Is Spain going to return the part of Portugal they stole in the early 1800s? No? Why not?
