Britain braced for a ban on second homes: (trunc)

Councils across the UK are set to consider banning people who already own homes from buying holiday cottages after a historic vote yesterday.

More than 80 per cent of voters in St Ives, Cornwall, backed proposals that will mean new housing developments will only get planning permission if homes there are reserved for full-time residents.

And now councils in the Lake District, Derbyshire Dales, north Devon and the Isle of Wight are all looking at schemes to prevent outsiders buying holiday homes.

But ministers are poised to oppose the ban, saying it could be regarded as unfair and discriminatory.

Tory MP Mark Garnier told The Times: 'The only home I own is in St Ives but I live in rented properties elsewhere. Would it be considered as a second home?

'I worry that it is discriminatory - that one person can buy a home but another can't.'

I saw xp38's post at 79, and yeah, I get what you mean. I can see her saying "Vhat difference does it make, comrade"?

This even happens at the Jersey Shore where I had a second home for several years - even living permanently while my husband commuted into Manhattan - the ‘holiday makers’ and summer renters were awful! They acted like I was the visitor and they were the year-round resident. My favorite story is the summer weekend renter who couldn’t find a place to park on the street (my little town had no parking lots) and so drove into my neighbor’s driveway while she was at work and then disappeared into her rental apartment down the block.

I live close to the area affected by this, and I can assure you it has nothing to do either with immigration or with socialism. It's all to do with the imbalances in the grossly inflated British real estate market. Second-home owners in the rural south-west are typically from London and the south-east where property prices are ridiculous. In buying up cottages in small villages they inflate the price to the point where no young local people can ever afford to buy, and therefore move away to the cities.

Those second homes are empty for all except a few weeks in the summer, so for much of the year the village becomes a ghost. There isn't enough business for local shops and other services, which therefore close. The second-home owners moving down for a weekend bring everything they need, including food, with them. Local schools close because there are no longer enough resident children. The eventual result is the destruction of any sense of local community, and the local economy also withers. This vote (which has nothing to do with government which, if you read the article, opposes the move) simply expresses the growing frustration of people who live here.
