Trump vs Ryan/McConnell's legislative agenda?

Heard a talking head on Fox talking about Trump and Ryan trying to come to terms over the Ryan/McConnell legislative agenda.

Does anyone have a list of the legislative goals of the Ryan/McConnell legislative agenda?

My guess is that instead of high principle being involved, Ryan and McConnell are looking to protect squalid bargains. Many of the subterranean favors done in Congress for contributors and special interests are buried in the tax code and in the budget.

Even if the Trump program as to rates and simplification were adopted, there would still be room for many favors in the transition rules and enabling legislature; and the budget likewise contains many secret deals as to spending. In both instances, the details are so complex that outsiders have a hard time researching and understanding what the deal is and just who benefits, and Congress tends to package the smelly stuff with must pass legislation and giving Presidents little choice.

There is a budget, even if not a regular budget. It is instead constructed through continuing and supplemental resolutions and various one of authorizations.

What has been passed are bills without teeth. There is no accounting of funds spent.

My point is that there is no audit trail of funds spent, as there is with a regular budget passed.

What has been passed is a mammoth bucket of money, distributed at will, and without accountability.

Congress holds no audit hearings now, IIRC.

There are several levels of accounting for funds spent, but they vary according to the program and categories of spending. The telling point is that there is a lack of comprehensive budgetary discipline because there is not a single, unified budget that is deliberated upon and adopted by Congress. That weakens the weighing of means and priorities that is at the heart of proper management of finances.

Presidents ought to have executive agendas not legislative ones. This has been a very chronic problem of our United States.

    Executive Agenda
  1. Halve and then restrain the Cabinet and Administration
  2. Restrain Congress (veto early and often)
  3. Restrain the Courts (by appointing non-lawyers to judiciary)
  4. Purge and reform State and DOD.
  5. Roll Back 95% of standing Executive Orders
  6. Enforce Existing Laws

McConnell can be maneuvered out.

McConnell's agenda is no more ideological than Trump's, preserve and expand his power. They'll understand each other very well which is the root of great negotiations.
