I watched that speech and that is not what happened.
The locals told Trump that the water they needed was going to the ocean and that because of some small fish they could not get the water they needed to farm.
Trump never said anything about there not being a drought, he was only responding to what he was told about the water allocation.
Another example of the MSM making up, more like, outright lying about what was said and what happened.

I admit to being torn. I’m CA native and the local loons are in control. As much as I dislike the Feds taking land and holding land out of private hands, it seems like the local governments can use eminent domain or the local version of the EPA to prevent private development — even, or especially — for water projects.
If someone like Trump could actually get water projects built, it would need to be on Federal lands to prevent the State and local governments from interfering — which could require more Federal land grabs. But Trump would only have at most eight years, and the next batch of loons at the Federal level would then dismantle those projects just as they have been doing to existing dams on the Klammath river and elsewhere.
Anyone who wants to see how frighteningly far this thing has gone already should go to the official PBS Nova website and watch the recent episode "Wild Ways." It's sugar-coated to make it seem like the Second Coming but it's very bad news for us common folks and it's happening with increasing momentum.
One reason these things succeed is due to planned incrementalism -- they carefully don't heat the water fast enough for most of us frogs to realized we're being boiled. And the powers pulling the strings are well financed by puppet-masters like George Soros and other wealthy one-worlders. They hire accomplished propagandists so skilled they put Goebbels to shame. Worse, they use taxpayer-financed media like Nova to sell their deceptions.
