Then, you would discovered that Castile's misfortune was to resemble an armed robbery suspect. He wasn't actually a suspect.
Furthermore, it's been reported tonight (and your cited article hasn't been updated): Castile held a valid CCW Permit, issued when he lived in Hennepin County.
It's likely this was miscommunication between Castile and the officer, aggravated by the officer's trepidation.
All traffic offenses. Most were dismissed, convictions for 31 one of them.
He held a CCW Permit, as well.
Or, you could have read one of the many threads where it's been reported that he did indeed hold one.

But, since he had a CCW permit, it wouldn't be illegal.
As I posted in another thread, I want to believe that's not true.
But, rather than trying to blame one side or another, I'd rather see training for both to prevent escalation like this, due to a simple misunderstanding.
