Much as I dislike to give slate.com a hit, I actually did visit, just this once, to read the entire article. Contrary to what I'd expect from slate.com, I can actually agree with one possible interpretation of this excerpt, but I was prepared to be disappointed by the entire article.
(For one thing, if this were genuinely a "race war," there would be a blatantly obvious objection to Dr. Ben Carson as a Republican candidate. I never comprehensively read threads about him here, but I never saw that objection in what I did read.)
The article did what I wouldn't expect and mentioned examples that would irriate those who believe that People of Color can do no wrong--but then the article finally went in a predictable direction and is fundamentally anti-Trump. I'll let you readers know in order to save you a click: William Saletan compares Osama bin Laden's "rhetoric" to Donald Trump's, and he apparently places them all on the same side of this "war" with Micah Johnson.
In other words, some of Saletan's premises are reasonable-sounding, especially what is quoted here in this thread--but then he goes in just the opposite direction of blaming people like Jesse Jackson.

This is a profoundly dishonest article. Quite easy to see its real point was to simply bang on white people. THEY are the real villains in the article, the inane point of which is “If you are a black who loves to kill whites you are helping David Duke,” Thus, whites are always at the apex of evil, the ultimate wrongdoers against whom all other transgressors are measured
The goal of the insidious piece of trash is to make white people feel guilty when blacks kill white people. Sort of like how the leftist european woman recently in the press who wouldn’t report her own rape by a muslim immigrant because it would make people “prejudiced” against him.
The way I see it, it is the welfare state of childish irresponsible behavior throwing temper tantrums against responsible behavior. And as the welfare state continues to grow ever larger, the horrors will get worse.
