Mr. Trump and Eisenhower share a budget-cutting penchant and a skepticism about how business sells to government and how government buys from business.

I don't see that in Trump. He's talked about increases in defense spending, increases in infrastructure spending, increases in Social Security and Medicare. He has not identified any meaningful spending cuts he would pursue.

As for Eisenhower, his first budget was $71 billion and his last one was $106 billion. Federal spending as a percentage of GDP went up almost every year. Again, not sounding like a budget cutter.

Um, for starters, how about abolishing the DOE and significantly scaling back the scope and regulatory powers of the EPA?

And how about repealing 0bamacare?

President Trump will cut plenty of government spending, and the investment on things like infrastructure will at least be under Constitutional auspices.
