The ISPs want more subscribers, but in order to provide internet service to rural or low population areas and keep it affordable for those customers, they need to offset the costs with advertising revenue.
This will create two tiers: opt in for a lower price, opt out for a higher price.
The alternative is taxing everyone and using those funds to subsidize rural internet access, or everyone moves to cities.
