It was NOT supposed to be a “policy” briefing!
It was a Classified briefing regarding the nature of the threat.
There would be no point to telling the Senators, “If Kim does this, we’ll do that.”
The point of defining the threat is to prepare them to understand the reason for whatever response is deemed necessary.
Senators aren’t very smart at all. Keeping this secret would keep Kim guessing. “Why did they have to meet at the white house, what’s different”. They can’t help themselves though. The President isn’t just fighting foreign enemies, unfortunately.
