It was George W Bush who first used the phrase "war on terror", after the September 11 attacks on the United States in 2001. It was also used by Tony Blair.
In 2005, launching an anti-terror plan a month after the 7/7 London bombings, the then prime minister said: "Let no one be in any doubt that the rules of the game are changing."
Now, in a dramatic late-night statement inside 10 Downing Street after the Manchester bomb attack, Theresa May has both declared war on terror and changed the rules of the game.

Let's hope the new rules include going after a known threat whose own family reported to the police as dangerous.
I hope that happens, but I will believe it when I see it. Give it a month or two, let the clamor die down a bit, and it might be business as usual, until the next attack.
When the politicians stop pontificating about it, and actually take some action, I might believe them. Until then, they are just running their worthless pie holes.
It isn’t rocket science. The Brits have got to stop stalling on Brexit. All that’s doing is giving German bankers and elitists who are really the EU a chance to infiltrate British leadership and render the exit meaningless. Britain is already diverse, so they need to reverse the invasion to cut down on unassimilated populations. If they really wanted to save their culture and freedoms, they’d render the Chunnel impassable.
