This is stupid. Obviously he and his wife were struggling. He discussed it with women he knew. Should have asked them? No. That said, unless he harassed them or asked them to do it via him engaging in intercourse, there is no reason to step down. An apology is good enough. IF this is all there is to it, Paul Ryan is ridiculous for lumping him in with Conyers and Franken.
He should stay put... democrats don’t care about women ... this was designed as a stunt to use against President Trump.

I have a theory on all of these resignations. Someone contacted these guys and said we know “....” about you. You can resign and go home with reputation intact or we’ll make the information public.
Whatever we are hearing is not nearly as despicable or illegal as what the truth is.

I believe he was inquiring about being a surrogate — typically handled via equipment in a doctors office. No sex. Maybe it’s “unusual”, but I would expect that he and his wife would prefer a surrogate they know and trust as opposed to some women an attorney might dredge up.
About 30 years ago, a married couple who worked in my department learned he wasn’t able to procreate. They asked my best friend’s husband if he would be a sperm donor for their child. In the end, he declined, but was a bit flattered that they thought that much of him.
Unless sex was mentioned or suggested by Franks, I don’t see anything more than a slight “ick” factor here.
