By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code, I hereby delegate to the Secretary of State, in coordination with the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, and the Director of National Intelligence, the functions and authorities vested in the President by section 1245 of the National Defense Authorization Act for Fiscal Year 2018 (Public Law 115-91).

The delegations in this memorandum shall apply to any provisions of any future public law that are the same or substantially the same as the provision referenced in this memorandum.

The Secretary of State is authorized and directed to publish this memorandum in the Federal Register.

I wonder if this is in response to accusations that Trump is too easy on Russia?

Looks to me like this is annual boilerplate—except I see that Trump names all military guys, where for 2014 off the 2012 act(?), at least, Obama had his Sec. of the Treasury in there:

Shifting to the Secretary Of State the HAMMER (authority) with which to freeze funds of those countries/persons outlined in his previous declaration.

I researched it. The current NDAA authorizes the POTUS to delegate to his secretaries the authority to investigate if Russia is in violation of the current nuclear treaty. If it is discovered they are, the US will deem the treaty null and void. This will allow the US to increase and improve our nuclear arsenal.

Russia has been developing and fielding new nuclear technology. If they are not going to comply with the international agreements, neither are we.
