Ornamental Poppies (Papaver orientale) are the same species as the Opium Poppy (Papaver somniferum) but they are different cultivars. Ornamental Poppies have no narcotic alkaloids in them.

The flowers are virtually identical when grown, as one of my old neighbors used to take advantage of and would grow them for opium tea. The flowers were red with black spots and looked identical to the paper Memorial Day ones. I never tried it but he apparently was solidly hooked.

In the binominal nomenclature of Linnaeus, the first part is the generic name (i.e., the name of the Genus), and the second part is the specific name (i.e., the name of the Species).
Hence: Homo sapiens is one species, and Homo erectus is a different species.
The same applies here with the poppy species you cite.
