They did a lot of heavy earth moving and grading, to improve the field of observation and extend good road further up the mountain. That will allow Border Patrol to respond quickly, patrol there regularly, and to bring their vehicle-mounted surveillance systems with them routinely and randomly. That can help push the narcos back into even steeper, longer and harder routes.
This is an effective piece of work.

Kris told us, The Army Corp of Engineers said it was impossible to build the wall here. They looked at the incline that climbs 300 ft over the course of this half mile and they said it cant be built. We proved them wrong.
