In the early 2000s, the city of St. Paul, Minn., cracked down on landlords who ignored rat problems, bad sanitation, poor heating, and so on. But instead of shaping up, the landlords sued the city for violating the federal Fair Housing Act. They argued that St. Paul’s insistence upon habitable homes hurt minorities by forcing the landlords to raise the rent. A federal court of appeals let the lawsuit go forward — holding that killing rats and fixing toilets could indeed violate the law if it somehow unintentionally displaced minorities.
When a similar case reached the Supreme Court, Justice Samuel Alito quipped, “Something has gone badly awry when a city can’t even make slumlords kill rats without fear of a lawsuit.” Now the Department of Housing and Urban Development (HUD) — the federal agency that enforces the Fair Housing Act — has proposed policies that will make it even harder for cities to kill rats or do much else without the federal government’s blessing.

I remember back in the late 1950s and early 1960s. Eastern cities had so many rats the powers that be decided to place a bounty on every dead rat brought in.
They figured there was plenty of money to be made for those without jobs.
They got none as the public felt it was the city Fathers’ job to kill rats.

In my misspent youth, I worked for a company that did city of Chicago work, one day they ask if I would go to Cabrini for two weeks; my wife said, “QUIT”.
The first sight is the concertina wire about ten feet high all around the office/police station a ways from the buildings. The second is the mostly empty parking lot for the “residents”; a high percentage of them have jobs and pay rent.
My work was in the office, but they seem to enjoy giving outsiders ‘a tour’. They said it was safe, everyone knows the bad old days and they are gone.
A favored tale from the mostly black workers was of being trapped on the upper floor in a gang gun fight!!!
They were stuck in a hallway with doors opening and shooters popping out!
A door opens and an older female resident with a shotgun pops out! She motions them into her apartment and tells them not to worry because she is a better shot than the gangbangers.
Most of the residents were no different than any lower-cost apartments in Chicago.
The gangs and keeping them out were the problem some were residents that grew up in the building and joined a gang and found ways to sneak their pals in...
Walking past the windows the apartments appeared presentable.
Because they’ve done so well with their ghetto housing.
Not only kill the Dep of Ed, kill HUD as well.
