Well, if the Spotted Own Surveyor has destroyed the Owl's habitat in New Mexico. And the Rodeo Fire has destroyed a huge habitat for Spotty Owl, looks like we can take this bird off of the ESA...Right???

A simple way to stop all of this nonsense would be to arrest all card carrying enviralists as terrorists or potential terrorists. Send them to the worse geographical area we can find in America until the war with terrorism is over.

The way I first read it I thought it was a mexican guy counting spotted owls.
I couldn't figure out what a mexican was doing on US soil counting birds. But I got it now.
