Federal funding for programs to remove forest undergrowth have been increased since a destructive wildfire burned more than 200 homes at Los Alamos, N.M., two years ago.

Someone help me out here. Wasn't that destructive wildfire that swept through Los Alamos a proscribed burn, set by the feds during a high wind advisory?
