As a convicted rapist, Leahy would be a candidate for the state's sex offender registry. But because of legal challenges, the registry board was blocked from processing cases until last year. As a result, only 1,000 of 18,000 offenders have been registered.

How can I access a sex-offender registry in Pennsylvania?

You know, I totally agree with you. However the way things are today, they would have charged the police officer with murder and the poor abused killer portrayed as a innocent victim of an abused childhood, not responsible for his mistakes.

For any who might visit Massachusetts, a piece of advice:

Never, never, never visit Brockton.

It is a total snakepit.

A great way to catch sex offenders would be to have an attractive young girl walk down any street. The maggots would come out by the dozens.

It is past time to force our LIBERAL congress critters to lock up sex offenders for life. We will never get them to give them the DP as they so richly deserve.

I tried to get a SIMPLE law passed in TN that would FORBID the expungement of record of any person convicted of a sex offense against a child. (this is a favorite tool of sex offenders)

This is a NO BRAINER law. One year it would pass in the Senate, not the House. The next year it would pass in the House but not the Senate. Never got it.

Personally anyone who commits rapes a child should get the death penalty.

Our congress critters don't give a damn about our safety, all they care about is their PORK and re-election. Recidivisim is 68%. When the BJS caculates sex crimes they do NOT count sex offenses against males, nor do they count sex offenses against females UNDER 12.

I can't see how registering this rapist as a sex offender would have prevented this crime. This guy should have never been out of prison to begin with. Given his rap sheet, he should have been locked up for life long ago.

Here's a link to the FBI main page by state. Unfortunately, Pennsylvania does not allow internet access to their lists.

HORRIBLE!! The killer should be publicly disemboweled. Slowly. Every sex offender's head should be on a pike, at the mall.

Sorry, but.... you never NEVER NEVER stop ALONE at a place where you are in such a vulnerable position. And if it is ABSOLUTELY NECESSARY that you do (and using the toilet is NOT such a time) you must have an adequate weapon IN YOUR HAND. Not in your purse, not in the car. Most people seldom pay attention, they just blithely go about like Smiley Pollyanna.

Bridgewater police have responded to the two Route 24 Rest Areas 31 times this year, and that number doesn't include times the state police have been summoned

"We have had some pretty wide-ranging problems out there," said Bridgewater Sgt. Christopher Delmonte. "You can have those problems anywhere, but the number of calls we have there is disproportionate to similar type businesses in town."

The incidents range from everything from medical emergencies to fights inside or in the parking lot," Delmonte said. "We have had employee thefts, stolden vehicles, domestic disputes, drug searches."

The bulk of the calls to the rest areas are handled by the state police, who do not keep track of incidents at the two spots. But Bridgewater police are often called directly or asked to assist state police and, since 2000, have investigated 165 incidents.

The cases have ranged from a 15-year old boy who escaped from a Department of Youth Services van in 2000 to attacks on state and local police investigating allegations of sex and drugs in a south-bound rest area bathroom in 2001. Earlier this year, police were called after an employee fired from one of the businesses in February threatened someone with a knife.

"It is attractive for people who want to be anonymous," Delmonte said. "It attracts transients, and it attracts local transients as well. It is a good place to get lost in the crowd."

The rest areas are well-lit, boasting familiar names such as Burger King, which may give people a false sense of security. But the spots are also open 24-hours a day, drawing the same problems other late night businesses may draw.

Just a few comments. This is the only stop on the highway from Boston through Southeast Massachusetts and down to Newport RI. There should be an expectation that it is secure. The number of incidents is shocking; people who have to use that road will be asking some real hard questions why there wasn't greater scrutiny over the workforce, especially in light of some of these reported incidences. Some poster mentioned Brockton, as this is an adjoining town. This area is south of Brockton and there is no Brockton connection here (which is, indeed, not a place where one would take a midnight stroll).

The shock around here, among people who use that road and those rest areas, is profound. This woman didn't do anything out of the ordinary; she was killed by someone who never should've been working there. I think, as a taxpayer, there should be an expectation that an area like this is kept safe...problems are incredibly common there.

WRONG! He and all other sex offenders should be executed. Criminal psychologists say that sex offenders cannot be rehabilatated. I for one don't want to support them for the rest of their lives. They need to be put to death.

Hmmm. 18000 sex offenders in the Commonwealth of Massachusetts, but the Boston Globe spends all their time writing about the 30 or so priests accused of "pedophilia", most cases of which are consensual homosexual behavior with teens.

Apparantly the other 17,970 sexual predators belong to churches that approve of abortion, homosexuality, and other politically correct ideas and don't rate being mentioned in the Globe's editorial pages....

Come to North Florida. There are jurisdictions down here where, if you need two shots to get the job done, they'll recommend a local firing range so you can improve your aim. Perhaps not really but you sometimes get that sense of things.

People who live in Massachusettes should not be shocked by this incident in any way. It is the direct outgrowth of years of very Liberal government. The people of Massachusettes are effectively disarmed if they obey the law. What else does one expect? Murder by a politician is routinely let pass. Can rape-murder be so horrible for the residents of that state? They will get used to it.

There is hope..........Recidivisim for Prison Fellowship is much lower but programs such as Innerchange Freedom Iniatiative are still new. Recidivisim for Iowa IFI is 2% so far.

Certain states receive extra money for taking in other states sex offenders after they have served time. Guess what, your state is one of them.
