August 3, 2002 -- ALTHOUGH the federal government continues to dominate policymaking, states are increasingly fulfilling their traditional role as laboratories of democracy. One of the most effective state players is the American Legislative Exchange Council (ALEC), which is now facing a virulent smear campaign from left-wing organizations that have been losing the intellectual debate. Formed three decades ago, ALEC brings together a bi- partisan group of business leaders and legislators to for- mulate policies on everything from welfare to economic development. Assemblyman Patrick Casale, ALEC's New York state chairman, says the group "has played an important role in pushing free-market ideas" in Albany.

Enron planned to make billions on trading emission credits under the Kyoto Accord. Buying off the green groups was part of its corporate strategy.

Dog gone - you always post vital information as well. Thanks for the info - in one sentence - of Enron's diabolical (to moi) plans and why the ecofreaks went crazy trying to stop President Bush's rightful election - even after he was elected!!!

It's hard to "buy off" an honest group. The "watermelons" knew what they were doing when they solicited corporate funding.

The faux watchdog gambit is the oldest dodge in DC. Claim to be against something, con a bunch of "concerned citizens" to go to DC to lobby Congress, then go to the industry leaders that you are lobbying against and extort funds to motivate your people to sit on their hands when pro-industry legislation is up for a vote.

A good scrubbing of non-profits in in order to shake out the shakedown artists. CFR only empowers these special interest groups that operate below the regulation radar to rake in millions.
