In another development, authorities confirmed the breakup of a suspected terrorist cell in Buffalo, N.Y.
Binalshibh is one of the so-called "20th hijackers" who tried to take part in the Sept. 11 terror attacks on New York and Washington but had problems acquiring a U.S. visa.
