California Public Schools have a parents' Bill of Rights. Tell her to ask for it. Tell her to demand it. They must comply.
The PBoR is flimsy, but more than enough to stare these educrats down. Tell her to make a big deal of writing down every name she encounters, and tell her to threaten to take every one of them to court and to the press.
I dealt with the government school busybodies for years. Tell her to get aggressive, get nasty if need be, and to get her kid into a private school.

There are a lot of private schools that offer scholarship assistance or allow parents to voluteer time for extra discounts in tuition. She should look into that as a possible option. Once the socialist gestapo gets her child in its clenches, she will have very little say about anything. I would not trust a child of mine to this kind of "help." I don't know what the laws are regarding the questions you raised, but I know that as a mother, I had enough red flags go up reading your post to think that her first priority should be to get her son out of that "school."

I don't believe in putting children on drugs either nor do I buy this "ADD" stuff. Too many "touchy-feely" social workers out there who think they are saving the world and so they keep inventing problems for them to "solve." I know the type.

SL, I have no idea about the laws governing this sort of thing in Cal. Not having children, it's not something I keep up on.

Your advise to the woman will create more problems than its worth and why if I am a taxpayer shoudl I not use the services I pay for ? Using your logic I shouldn't drive on the roads.

I suggest she make an appopintment with her own physician to discuss the situation. Your own physician often trumps a school. If your physician determines that there is no need, then the school has to oblige.
If your physician does see a problem, the physician can help by way of referrals.
Make sure you trust and respect your physician, and voice your concerns.
By taking this route you at least prevent the school from using 'their' choices.

Thanks to all of you who responded to this question. The young mother is in contact with the Pacific Justice Institute.
Under their direction, she is drafting a letter to the school informing them in writing of her opposition and cc a copy to one of the PJI attornies.
She says to say "Thank you... thank you. I thought I was alone until Swordmaker read me your responses and suggestions."
