I think the meaning of a "Duck in a noose" is that the police think they have caught him but they will end up "eatiing their fur".

Amazingly enough -- this folklore that was found does make sense. Don't leave out "We have caught the sniper, like.." just like the rabbit caught the duck with the noose.

I think so, too.

We have caught the sniper like a duck in a noose. Probably, we haven't really caught the sniper at all, for he will fly away.

"A duck in a noose" is something you haven't really caught or maybe can't catch.
