That's the only reason the networks covered it. They want to find the smallest smile, wink or nod that they can spin into gloating. I just listened to him, but I didn't hearing any gloating whatsoever.

If insurance underwriters can't afford to provide coverage for acts of terrorism, you can forget about anyone ever building your bullet trains.

Insurance underwriters are in the business of evaluating and assuming risk.
They earn their profits by charging appropriate premiums for their policies.
There is no need for subsidies that benefit few.

Public transportation infrastructure, OTOH, facilitates commerce and benefits everybody.
