I'm a newbie.. I'm trying to find out how the site works.. My question is: When will this kill by decree be directed at civilians who dissagree with Bush's policies? When will the "war on terrorism" be directed at us if we don't like the government?

First of all - welcome newbie.
What would you have us do - sit back and let them hit us again just like they did several times during the Clinton years? It is because our intelligence agencies were greatly weakened during the clinton years that 9-11 happened in the first place. We were hit - what - four times before 9-11 and clinton did NOTHING. Our government is there, in part, to protect the American people and President Bush is seeing that it is done.

To answer your question, the war on terrorism has already been directed against civilians who disagree with the administration's policies. Wellstone was assassinated by a UAV before the elections, the FBI has reconstituted COINTELPRO in an effort to disrupt minority PACs, and CIA has been secretly feeding Al Gore trace amounts of LSD for the past year or so. Authority to do all this is codified in a classified annex to the USAPATRIOT act declaring Bush Summus Imperator Dictatorque.

If you read the article carefully you will see that this directive is aimed at those identified as unlawful combatants. In other words, soldiers.
Writing anti-war letters-to-the-editor, or engaging in meaningless anti-war protests is not warfare, nor is it participating in combat. Those folks are protected by our laws, and cannot be targetted by the military. (IRS audit, yes, but most of us run that risk.)
OTOH, if a new Symbionese Liberation Army arose with the direct intention of violently attacking or overthrowing the US government, then they too, would be combatants, and could be targetted. But if there *were* a new American Revolution, both the gummint and the rebels could shoot at each other, legitimately -- whether viewed as legal or illegal combatants.

I see the obvious concern, but I just don't think she will ever command enough broad-based support to bring this fear to realization. With a little luck, she'll have to be satisfied with one term as New York's Senator. I don't believe that the Presidency is in the cards.
