Thats the key phrase. Bill had all of his world built on deals. From the Chinese, the Arkansas mafia, the environmental folks, his wife, his various mistresses, the Taiwan connection, etc. Thats the problem with Bill...nothing could happen unless you had a deal. Its amazing that he sat there and told Hillery in the first place that she could have this particular office. Any historian or White House official could have easily told them that it had always been the VPs office...but they didn't even bother with that. My guess is that they just asked for floor plans and put yellow stickies on the thing...the type mentality of college kids getting a house to rent.

As for the hot babe deals, you cannot find a single Bill Babe that did not get a deal. Every single one of his regular babes got deals. They all had one of two things in mind...that they could eventually unseat Hillery and become the wife of Bill, or that they had low self-estime and simply wanted to pump themselves up by having Bill as their lover.
