Actually, the introduction and establishment of Buddhism in Japan was not entirely peaceful, as this article describes. Buddhism was also used to justify militarization in the 1930s in Japan. So while it's not on the level of "terror cells," Buddhism does have its militant and militaristic face, at least in the case of Japan.
