Not a very good terrorist scenerio. How do you distinguish a fuel transfer accident from a deliberate act of terror?
I think terrorists are after something that has their signature on it.

I just talked to my dad about this (he was in the Navy when he was young) and he said refueling is very dangerous because of all the vapors in the air and that just a bit of static electricity can ignite a fire.
