There are other books I am sure, however, these I’ve read but none give the answer I am looking for or I’ve missed it - how could these two despicable people come to wield such power over Americans....

I've just checked through the books in my home library (no dewey decimal system for me, Clinton books are under T for traitor) and can't put my finger on the book I'm thinking about. It seems that I've read an account of how, through incredibly shading dealings, Bill Clinton was first introduced into goverment and the lives of Americans. I may have loaned out the copy or it's at my office. I will continue to look and let you know if I locate it.

Are they to verify that the person ordering the strike is indeed the president?

Yes.

Is the "biscuit" the thing these codes are stored on?

Yes.

Do the codes change on a schedule, explaining why he is talking about trading in the biscuit, or if somebody steals the biscuit, can they start a war?

Yes and probably no. However, if the President loses the biscuit he can't start a war or retaliate against someone who does.
