A Virginia mother allegedly shot dead her 6-year-old daughter — and then called police to report the shooting. Darla Hise, 27, has been charged with first-degree murder in the death of her daughter, Abigail Hise. Hise called 911 multiple times after the Saturday night incident, but would not provide a name or address a law enforcement source told People. Bath County authorities were able to get to the scene after tracing the phone call to her home, where they pronounced the kindergartner dead.

The South Dakota House has passed a bill to allow people who have a South Dakota enhanced Concealed carry permit to carry in the Capitol building.  To do so will require registering with the Capitol security 24 hour previously.  The permit would then be effective for carrying in the capitol for 90 days.
