NAIROBI: The Kenyan police have arrested a man they believe to be a key Al Qaeda suspect who tried to shoot down an Israeli airliner and helped plan the simultaneous bombing of a hotel in 2002 that killed 15 people, officials said. PORTSMOUTH -— The head of the Portsmouth police department’s Special Operations team was arrested this morning on a charge of conspiracy to distribute cocaine. Lt. Brian Keith Mohammad Abdul Ali, a 21-year veteran of the police department, and Gregory Mondell Elliott Sr. were both arrested on the charges this morning at about 8:30 a.m., according to a statement released by Ann Hope, a spokeswoman for the department. Ali was suspended without pay pending the outcome of the investigation. The case is being investigated by the Portsmouth police department and Virginia State Police.
