JEFFERSON CITY, Mo. - Gov. Matt Blunt ended collective bargaining rights for state employees as one of his first acts as governor. But he's also taking a new interpretation of a state law that could be bad news on a larger scale for labor unions in state government. Of Missouri's 61,000 state employees about 25,000 are represented by unions, including 9,000 under contracts calling for bargaining fees to be charged to nonunion members.
