The Iowa Court of Appeals has overturned the conviction of a man accused of abducting and sexually assaulting a toddler at the Des Moines Public Library. James Effler was found guilty of first-degree kidnapping and sentenced to life in prison for the October 2005 abduction and assault. Testimony showed that Effler lured the girl away from her baby sitter and stripped her naked inside a locked bathroom. Library employees found Effler and the girl and held him until police arrived. DES MOINES, Iowa - Sen. Joe Biden, D-Del., says he intended to spend his time in Iowa discussing domestic issues, but somehow his two-week trip centered mostly on the war in Iraq. "We did 49 events in Iowa," said Biden, a presidential hopeful who concluded his stay in Iowa on Wednesday. "There was virtually no questions about domestic issues that I got from any of the groups. "It was all about foreign policy, all about national security, all about concern about where we are in the world," he said. "There's this feeling, a lack of certitude, this unease."
