Police will keep honkers moving By ANNE PAINE Staff Writer Anti-tax horn honkers will be prohibited from circling between the state Capitol and War Memorial Plaza on Charlotte Avenue if traffic gridlocks when lawmakers return Tuesday, according to Metro Police Chief Emmett Turner.
