The U.S. will be a dominant force in global oil and gas markets for many years to come as the shale boom becomes the biggest supply surge in history, the International Energy Agency predicted. [snip] The boom will turn the U.S., still among the biggest oil importers, into a net exporter of fossil fuels.

MV North Star. Photo: TOTE TOTE Maritime Alaska, a division of TOTE, Inc., has announced that it will convert two of its diesel-electric roll-on/roll-off ships to dual fuel operations using liquefied natural gas (LNG). The two vessels, ‘North Star’ and ‘Midnight Sun’, are both currently powered by four MAN 58/64 engines running on HFO. But, working with MAN Diesel & Turbo’s after-sales division on the conversion, the engines will be retrofitted to run on cleaner-burning LNG fuel. The contract between TOTE and MAN was signed in April 2017 and covers the design, development, and testing of a first-of-its-kind dual-fuel kit....

Shell Trading (US) Company announced Tuesday it has finalized a long-term charter agreement with Q-LNG Transport, LLC for an ocean-going LNG bunker barge with the capacity to carry 4,000 cubic meters of LNG fuel. The bunker barge will be the first of its kind to be based in the United States, and will supply LNG to marine customers along the southern East Coast of the U.S. and support growing cruise line demand for LNG marine fuel. “This investment in LNG as a marine fuel for the US will provide the shipping industry with a fuel that helps meet tougher emissions...

Congressional leaders from both sides of the isle defended the Jones Act’s impact on hurricane relief efforts in Puerto Rico during a hearing this week exploring initial lessons learned from the 2017 hurricanes and key challenges and obstacles that may remain in the way of recovery. The House Subcommittee on Transportation and Infrastructure held a hearing Wednesday on “Emergency Response and Recovery: Central Takeaways from the Unprecedented 2017 Hurricane Season” during which Congressman John Rutherford (R-FL) and Ranking Member Peter DeFazio (D-OR) highlighted the importance of the American maritime industry for Puerto Rico recovery and the capacity and capability of...

Image credit: WMG, University of Warwick Researchers at the University of Warwick have identified what is believed to be the earliest known marine navigation tool ever discovered. The artifact, now determined to be an astrolabe, was excavated in 2014 from the wreck of a Portuguese explorer ship which sank during a storm in the Indian Ocean in 1503. The ship was called the Esmeralda, part of a fleet led by Portuguese explorer Vasco da Gama, the first person to sail directly from Europe to India. The astrolabe is believed to date from between 1495 and 1500, which would make it...

Is Temporary Jones Act Relief Possible for Reconstruction? HIGHLIGHTS: Four bills are currently pending in Congress to repeal or limit the reach of the Jones Act, including three that are focused upon relief efforts to assist Puerto Rico after the disastrous effects of Hurricane Maria. None of the bills appears likely to advance immediately, although two of the bills linked to Puerto Rico reconstruction may have appeal as part of a broader relief package for the Commonwealth. The U.S. Department of Homeland Security (DHS) did grant a short-term waiver in the wake of Hurricane Maria to allow use of foreign...

The International Chamber of Shipping (ICS) says it is deeply concerned over proposed legislation that would ban crude oil tankers from operating in Canadian waters off Northern British Columbia. The Canadian Parliament is giving consideration to legislation that would have the effect of establishing a moratorium on the shipment of crude oil in the waters of Northern British Columbia. The proposed legislation is known as Bill C-48: An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia’s north coast. The ICS, representing the world’s national...

India is set to emerge as a key market for American crude exports in coming months, as refineries are ramping up "test" purchases of US grades to diversify their imports. US exports recently set a weekly record with nearly 2 million barrels of crude a day sent overseas. But shipments to India+ have been rare, with just a few deliveries since the US lifted its ban on crude exports in late 2015. Indian refineries are starting to increase purchases as the country seeks to secure more supply from outside the Middle East. Refiners are testing both US sweet and sour...

The ideological politics of the Obama years have yet to be challenged. Justice Department activism on behalf of mosques and Muslims has been ramping up for years. Under President Obama, ideological activists inside the Department leveraged federal power to help mosques fight local zoning boards. Under President Trump, there are disturbing signs that the activist lawyers pushing these polices are yet to be reined in. A federal judge recently dismissed a Trump Justice Department discrimination case, United States v. County of Culpeper, originally brought by the Obama Justice Department. In settlement proceedings, the mosque accepted expense money and a “pump...

Photo: Port Tampa Bay Phillips 66 has taken advantage of the U.S. Department of Homeland Securities’ temporary Jones Act waiver applying to tankers in response to fuel shortages in the southeast United States in the wake of Hurricanes Harvey and Irma, Argus Media reported Thursday. The foreign charter comes as an “armada” of at least 26 U.S.-flagged vessels carrying millions of gallons of fuel and other refined products head for Florida, the American Maritime Partnership said. According to Argus, Phillips 66 used the waiver to charter the Marshall...

VIDEOBritish MPs voted in favour of a bill Tuesday to end Britain's EU membership, a key moment for the government's Brexit strategy despite opposition accusations of an unprecedented power grab. Lawmakers voted by 326 to 290 in favour of backing the legislation, after more than 13 hours of debate, which will now go forward for further scrutiny by MPs. The bill is aimed at repealing the 1972 law through which Britain joined the bloc, transferring in bulk around 12,000 existing EU regulations onto the British statute books. It is the next step in implementing last year's historic referendum vote...
