Burns search moves to Guyandotte River

HUNTINGTON, WV, Nov. 27 - The search for missing Marshall University student Samantha Burns has moved to the Guyandotte River in Huntington.

Investigators from the FBI, The West Virginia State Police began searching an area near the mouth of the Ohio River around 9 am Wednesday morning.
The search, on both land and water, includes at least 3 boats and several cadaver dogs.
The search is based on possible information provided by jail escapee Branden Basham.
Basham was arrested in Ashland, Kentucky on November 17. He was taken into custody after trying to carjack a woman and her daughter, as well as shooting at an Ashland Police officer.
Investigators have not provided details about what Basham told them.
West Virginia State Police have said they believe Basham and fellow escapee Chadrick Fulks, a native of West Hamlin, were in the Huntington
area November 11th, the night Burns disappeared.
Up to this point, no concrete links had been found.
Basham and Fulks escaped from jail November Fourth. Basham was caught in Kentucky November 17th and Fulks was caught in Indiana three days later.
The men are also suspects in the abductions of a Kentucky man, who managed to escape, and a South Carolina woman, who is still missing.
This is the first major development since the Wayne County sheriff found Samantha's burned out car in a remote area between Lavalette and Kenova.

This may get uglier than it already is. Here is an article about another missing girl that may be tied to Fulk and Basham:

W.Va. officials to question suspects about Burns disappearance

By REBECCAH CANTLEY-FALK and BRYAN CHAMBERS - The Herald-Dispatch

MISSING: Samantha Burns, also called Sam, has been missing since Monday.
    AGE: 19

    HAIR: Brown

    EYES: Hazel

    HEIGHT: 5-feet-4-inches

    WEIGHT: 110

LAST CONTACT: Burns called her mother at 9:46 p.m. Monday and said she was on her way home from the University Courtyard Apartments in Huntington. Burns lives in West Hamlin, Lincoln County.

HOW TO HELP: Anyone with information can call the Huntington detachment of the West Virginia State Police at (304) 528-5555.

West Virginia investigators could talk today with one of the two Kentucky fugitives accused of a multi-state crime spree about the disappearance of 19-year-old Marshall University student Samantha Burns.

Chadrick E. Fulks, 25, and Branden L. Basham, 21, escaped from Hopkins County, Ky. Jail on Nov. 4 and are suspected in the abduction of a Kentucky man and a South Carolina woman, who still is missing. Basham was arrested Sunday in Ashland, Ky., and Fulks was captured Wednesday in Goshen, Ind.

Trooper Jay Powers, spokesman for the West Virginia State Police, said Thursday investigators are considering Fulks and Basham suspects in Burns’ disappearance, but have not interviewed them. Burns has been missing since Nov. 11.

The state police’s interview with Basham, who is being held at the Boyd County Detention Center on $2 million bond, could take place today, Powers said.

"The delay is mainly because the FBI has been questioning him, and we aren’t going to cut in on their interview time," Powers said.

As for Fulks, an FBI spokesman in Charleston said the agency was trying to send a West Virginia state trooper to Indiana to interview him. Kathy Guider, spokeswoman for the FBI in Indianapolis, said Thursday that agents there were handling the questioning of Fulks.

"The other divisions that have an interest in Mr. Fulks -- South Carolina, West Virginia, Ohio, Kentucky -- they’re sending all their questions and the information they have here," Guider said. "The people conducting the interviews are then going with those questions."

Fulks has ties to Lincoln and Cabell counties. He was born in West Hamlin, the same town Burns is from, and later lived in Huntington. He was also arrested in Cabell County in 1997 on one felony charge and several misdemeanors.

Police also have received reports that Fulks and Basham have been in the Tri-State twice since their escape -- once around Nov. 11 and the second time Nov. 15-16. WSAZ television reported Wednesday that the fugitives stayed last weekend at the Huntington home of old friends, who didn't realize they were escapees.

    Samantha Burns stories
Basham was arrested Sunday in Ashland after allegedly trying to hijack a car at a mall. A Boyd County grand jury indicted Basham Thursday on attempted murder on a police officer, first-degree robbery and persistent felony charges. Basham and police exchanged fire prior to his arrest.

Fulks appeared in federal court Thursday and faced two counts of carjacking and a kidnapping charge.

Although Fulks and Basham are suspects in the Burns’ case, police haven’t established evidence that directly points to their possible involvement in her disappearance, Powers said.

"There is no way we can say right now that they are directly related to this case," he said. "Unless we find evidence to show otherwise or one of them says they had a part in her disappearance, then we don’t have anything that connects them."

Samatha Burns’ family still has hope she is alive somewhere, said her mother, Kandi Burns. Searches for Samantha Burns were to continue today, Kandi Burns said.

FBI agents in West Virginia have evidence that Samantha Burns’ ATM card was used sometime after her disappearance, Powers said. Investigators are analyzing video footage or still pictures from cameras at ATM machines, possibly in Huntington’s West End, he said. Powers did not say what the footage contained.

"It was my understanding that Burns’ ATM card was used sometime after her disappearance, but I’m not sure when," Powers said. "The state police hasn’t seen the tapes or pictures, and we haven’t received any information from the FBI yet."

Joe Ciccarelli, the FBI’s senior resident agent for the Southern District of West Virginia, declined to comment on the ATM footage.

Police have interviewed several people and have tried to recreate Samantha Burns’ actions before her disappearance. She was reportedly last seen by an aunt around 5:30 p.m. Nov. 11 at the Huntington Mall. Her car was found burned on Nov. 12 in Wayne County.

"We’ve talked to a lot of people the entire time we’ve done this investigation," Powers said. "But we still have no evidence that connects anyone to her disappearance."

The last known contact from Samantha Burns came from her cell phone at 9:46 p.m. when she called her mother and said she was on her way to their home in West Hamlin. Samantha Burns said she was visiting a friend at the University Courtyard Apartments near 6th Avenue and 20th Street, Kandi Burns said.

"She just told me she was at Brad’s at the courtyard apartments and she was going to be leaving there," she said.

Whitney Collins, also of West Hamlin, said Samantha Burns was friends with Brad Fulks, who lives at the University Courtyard Apartments. Collins said she had introduced Samantha Burns to Brad Fulks approximately three weeks before her disappearance.

Collins said she and a friend had gone to the movies with Samantha Burns and Brad Fulks on Nov. 8. A spokesman for the FBI and Trooper J. M. Parde of the Huntington detachment said Brad Fulks is not related to Chadrick Fulks.

"There is no connection that we’re aware of," Parde said.

Brad Fulks declined to comment Thursday.

Collins last saw Samantha Burns on Nov. 10, she said. The two spent several hours talking. Collins noticed nothing unusual about her friend, she said.

"(Samantha) came up to my sister’s bar and picked me up and we just went driving around for about two hours," Collins said.

Kristen Prichard, a Marshall freshman from Branchland, said she has been interviewed by state police twice. Prichard attended Guyan Valley High School with Samantha Burns and has helped distribute fliers with information about her. Samantha Burns’ friends have no explanation for her disappearance, Prichard said.

"They keep on asking us for details or where she might be, but we just don’t know," she said.

Alleged Crime Spree Suspect Spotted In Central Ohio
    Driver Leads Police On Chase

    UPDATED: 10:27 a.m. EST November 19, 2002

MARION, Ohio -- Ohio Highway Patrol troopers are asking for the public's assistance in locating one of the FBI's most wanted suspects, who allegedly was involved in a police chase Monday night.

Troopers were involved in a pursuit with a suspect, who is believed to have escaped from a state prison in Kentucky.

According to FBI sources, the suspect is believed to be Chadrick Fulks, 25 (pictured, left), of Lewisburg, Ky., and is considered to be armed and dangerous.

According to the Ohio State Highway Patrol, at 10:36 p.m. Monday, troopers observed a late model BMW with a West Virginia license plate parked in a Marion County rest stop along U.S. 23.

A check of the vehicle license plates revealed that the vehicle was stolen and possibly linked to two abductions that occurred on Nov. 5 and 14 in adjacent states.

Troopers attempted to stop the vehicle when it crossed the median and traveled southbound on U.S. 23. After a failed attempt with Stop Sticks, a tire-deflating device, officers lost sight of the vehicle.

Police said that the BMW received underbody damage and began losing fluids as it fled from the scene.

The car had West Virginia plates with the number 4DK302. It was unclear as to whether another person was inside the vehicle.

Police said that Fulks and Branden Basham escaped from a Kentucky jail earlier this month and have been on a cross-country crime spree, being linked to two abductions, the latest a 44-year-old South Carolina woman.

Basham was captured in Ashland, Ky., on Sunday, NewsChannel 4's Larry Roberts reported.

The escaped inmates also are suspects in the abduction of a Kentucky man as well as a burglary in Myrtle Beach, S.C., and numerous car thefts, police said.

"These guys have been hopscotching around the country in different stolen vehicles," said Horry County police Detective Todd Cox.

A videotape confirmed Alice Louise Donovan of Galivants Ferry was abducted Thursday from a Wal-Mart parking lot in Conway, authorities said Sunday. She remains missing.

Basham and Fulks also are suspected of abducting James Hawkins, 42, of Hanson, Ky., taking him 40 miles north to Indiana and leaving him bound to a tree, authorities said. Hawkins struggled for hours before freeing himself and summoning help.

Basham, 21, and Fulks, 25, escaped Nov. 4. Basham was serving a five-year sentence for writing a bad check and Fulks was awaiting trial on robbery charges, authorities said.

As Donovan's family passed out fliers with her photo Sunday, police said her ATM card had been used in Little River and near Raleigh, N.C., late Thursday and Friday. Police don't know if she is being held captive.

"She could be tied to a tree, or she could be in the trunk of a car. We just don't know," Horry County police Detective Tony Collins said.

The abduction happened about 45 minutes after the inmates shot at a man who interrupted a burglary at his son's mobile home in rural Horry County, police said.

Hawkins, the man abducted in Kentucky, had bruises and scrapes on his wrists and legs, but was otherwise unhurt.

"He literally wrestled with the cord and tape for 14 hours," Vanderburgh County, Ind., sheriff's Maj. Tom Wallis said. "He kept moving to keep warm."

His truck was found in northern Indiana.

The Ohio State Highway Patrol is requesting that if any information is known about the suspects or the incidents to call (877) 7-PATROL.

610 WTVN, one of the most listened to news radio stations in Columbus, Ohio, has been broadcasting the story and giving the license plate of the car all morning. Here's the story they are airing:

    Escaped Con Eludes Troopers
The Ohio Highway Patrol says an armed suspect believed to be an escaped convict from kentucky got away from troopers after a chase on U.S. 23. F.B.I. sources have told the Patrol the suspect is 25-year-old Chadrick Fulks of Lewisburg, Kentucky. The patrol says troopers saw a late model B.M.W. with West Virginia plate number 4-D-K-3-0-2 at a Marion rest stop around 10:30 Monday night. the Patrol says a check of the license plates showed the car was stolen and possibly linked to two kidnappings earlier this month in Kentucky and South Carolina. The Patrol says troopers tried to stop the car with road spikes but it kept going and officers lost sight of it.

    Helriggle family, friends protest death
    by Leslie Collins

October 2, 2002 - Nearly 30 people marched in front of the Preble County Courthouse for hours on Monday, Sept. 30, protesting the death last Friday of 23-year-old Clayton Helriggle.

Helriggle was shot and killed during a drug raid near West Alexandria on Friday, Sept. 27.

Since the incident, and as an investigation by Montgomery County authorities proceeds, two differing accounts have emerged. Officers at the scene said Helriggle approached with a handgun. Family and friends contend he held only a blue glass of water in his hand when a Preble County officer fired a single fatal round from a shotgun.

The protest on Monday brought to light much of the family's belief about what happened. Helriggle's family and friends carried poster board signs professing "They murdered my friend" and "God won't forget." Several carried blue cups, signifying what they believe the officers saw.

Sharon Helriggle and her husband were at home Friday evening, Sept. 27, when they heard a "frantic" call for CareFlight come across their police scanner -- just hours after their son Clayton had left for his home and a nap, she said.

She would later find out the shooting victim needing the medical helicopter was Clayton.

"My husband and I went up there," Sharon said Monday morning during the protest. "The cops had the house completely surrounded -- they were rude and kept telling us to get back."

She said they stayed, watching from a field, for nearly two hours before Investigator Dave Lindloff told them "Clay" was dead.

"He went to take a nap," Sharon Helriggle repeated what those inside the farmhouse said they witnessed.

"And when he heard all the commotion, he started down the stairs."

According to Sharon, Clayton's best friend was also on the stairwell, and claims the 23-year-old had only a glass in his hand.

"They said 'drop' and then, bang! -- he just shot him," the grieving mother said their son's friend reported.

The friend, whom Sharon identified as simply "Ian," stayed with Clayton.

"I thank God Ian was with him," she said. "He held him until he passed."

Clayton did have a gun, according to his mother, but it was not in his hand. She said it was in his bedroom.

"Clayton was the kindest, gentlest soul, and would do anything for anybody he knew," she said.

"Nobody would ever have thought this could happen, but it did."

The Helriggle family and friends contend the officers on the team did not knock to announce their presence.

"They could have knocked on the door," Sharon Helriggle said, "and the boys would have walked out to them.

"Not one of them has a criminal record," she said. "There may be some minor things, but nothing worth this. He just mowed him down."

Another individual living in the house was injured during the incident, according to officials, who noted it may have been from flying glass. Sharon Helriggle and family believe the wounds appear to be from "buckshot."

Helriggle family members appeared before the Preble County Commissioners on Monday morning, requesting the board help them by supporting the calling of a grand jury in the case. Commissioners explained, they had no official capacity in such matters, as both the PC Sheriff and Prosecuting Attorney are separate elected entities.

Officials from the Preble County Sheriff's Office and the Montgomery County Sheriff's Office were to meet Monday afternoon concerning the investigation into the incident.

According to a press release issued by the Montgomery County Sheriff's

Office, PC Sheriff Tom Hayes requested the MCSO to investigate the shooting

which involved an officer on Friday, Sept. 27.

"At the conclusion of the investigation, the matter will be turned over to

the Preble County Prosecutor's Office for review," the release stated.
