ALBANY, N.Y. -- John Spencer is bitterly attacking the national Republican Party for not rallying behind his bid to oust Sen. Hillary Rodham Clinton, complaining the situation reminds of the combat patrols he went on in Vietnam. "In Vietnam, one of the most frightening duties any soldier had was walking point. You could hit booby traps or ambushes, but you always knew your buddies were behind you,"

The M4 Project began in early January, as an attempt to break three original Enigma messages that were intercepted in 1942 and are thought never to have been broken by the Allied forces. These messages were encrypted using a four-rotor Enigma. That version was considered by Germany to be completely unbreakable, as it could be set up in any one of a vast number of ways (2 times 10 to the 145th power), each of which would encrypt a plain text message differently.

The Open Park Project, a Washington, D.C.-based nonprofit, launched the first public outdoor wireless Internet hotspot in the nation's capital today. The free service provides coverage in front of the Supreme Court, the Library of Congress and the Capitol Visitors Center site. The Capitol Hill hotspot is the initial step in Open Park's plan to provide free public wireless Internet service across the National Mall. Open Park is using the popular WiFi technology employed in home networks and coffee shops. The group's free hotspot "will give the public outside the Capitol the same quick Internet access for research, e-mail and...

THE Japanese offices of computer chip titan Intel were today raided by regulators, amid suspicions that the firm might have been involved in anti-competitive practices. Officials from the country’s Fair Trade Commission (FTC) suspect the world’s biggest computer microchip maker has been putting pressure on computer makers to favour its products over those of a key rival, according to one FTC official. Intel, best known for its Pentium processor design, has its chips in about 85 per cent of all PCs shipped from Japan, according to technology market research group IDC. But Japanese authorities suspect that the New Jersey-based firm...

Indy Party enrollers raise dead By CELESTE KATZ DAILY NEWS STAFF WRITER A citywide check of new Independence Party registrations shows phone numbers that come back to homeless shelters and rehab clinics, senior citizens resurfacing as new twentysomething registrants and even dead men reborn as new voters. The city Board of Elections called for an investigation of the registrations last week after learning that as many as a third of the 18,000 new Independence Party registrations that poured in after a paid voter drive by Gov. Pataki's reelection campaign were phony. The Pataki camp, which is seeking to defeat billionaire...

A good deed may lead to prosecution for Brian K. West, a 24 year old sales and support employee for an internet service provider in SE Oklahoma. Mr. West has become a statistic for the Computer Analysis Response Team because he alerted a local business to a serious security flaw in their website. On February 1, 2000, one of West's co-workers created a banner advertisement to be placed on the Poteau Daily News website as part of a legitimate advertising campaign for his employer. To test how how the finished ad would look on the site, West clicked the 'Edit' ...

What's with the new political romance between Gov. Pataki and Marxist extremist Lenora Fulani? As The Post's David Seifman reported Saturday, Pataki is listed as the "special guest" at an upcoming Yale Club fund-raiser for the Fulani-controlled Independence Party of Manhattan. Pataki is hardly ignorant of Fulani's record. Spokesman Michael McKeon admitted that "Obviously, there are some concerns here, serious concerns." So why is Pataki lending his name to Fulani's event? Says McKeon: "The governor reaches out to all people interested in reform and improving government." Oh, please. We realize that Pataki - his eyes on next year's re-election fight ...

Could George Pataki's national aspirations be sacked by former football player Phil McConkey, who's now warming up for a run as the Conservative Party spoiler? BY TUCKER CARLSON Tip O'Neill used to say that "all politics is local." Which is true. To that we should add another maxim: All national politics begins locally. Just ask George Pataki. In the past 25 years, no Republican has won statewide in New York without the nomination of the Conservative Party. On its face, this is not a fascinating fact. Apart from political scientists, there are only two categories of people who might be ...

It's no big deal to read Phil McConkey's name in this newspaper, even if the sports pages chronicled his exploits far more than the Politics column. But McConkey could become a very big deal in months ahead if the one-time football star for Canisius High School, the U.S. Naval Academy and the New York Giants continues contemplating a run for governor on at least two minor party lines next year. Now before yawning over the musings of tiny bands of fringe politicos, consider that the Conservative and Right to Life parties (being courted by McConkey) can exert enormous influence in ...

---ALBANY, N.Y. (AP) - Former New York Giants receiver Phil McConkey is considering a run for governor of New York next year. "It's crossed my mind," said McConkey, who unsuccessfully ran for Congress in New Jersey in 1990 as a Republican. While McConkey said talking about a run for governor was "way premature," he has written to the leaders of New York state's Conservative and Right to Life parties informing them he is "actively considering" seeking both parties' nominations for next year's race. McConkey, who grew up in Buffalo and was a member of the Giants' 1987 Super Bowl championship ...

PHIL McConkey, the scrappy punt returner who helped the New York Giants win the 1987 Super Bowl, is mulling a run for governor - as a Conservative. But he faces an uphill battle. Conservative Party state chairman Mike Long is closely allied with Republican Gov. Pataki, who had the Conservative line in 1994 and 1998. And Pataki, who found jobs in his administration for Long's daughter and other family members, expects the party's nod again next year. "Pataki has to have the Conservative line. If he doesn't have it, he's finished," said one Albany insider. "If McConkey gets in the ...

Conservative Contender Gray Challenges Bloomberg: Renounce Promoting Al Sharpton for President Terry Gray, Conservative Party candidate for Mayor of New York City, today released the following statement concerning Independence Party activist Lenora Fulani’s comment that the Bloomberg campaign will promote a Presidential bid by Al Sharpton: "News reports today linking Michael Bloomberg’s campaign to a Presidential bid by Al Sharpton are shocking. It’s already painfully clear that Mr. Bloomberg is trying to buy the Republican Party, is he now trying to buy votes by literally making a deal with Al Sharpton? ...
